Remarks on the Dinner Party Offered by Chinese Embassy in Malaysia

Dear Colleges and Friends,
Ladies and Gentlemen:
I wish, first of all, to express sincere thanks to the Chinese Embassy in Kuala Lumpur, Malaysia for its kindness to arrange this evening’s dinner for us. And on behalf of my Chinese colleges here, I also wish to extend our warm welcome to all colleges and friends participating 32nd APR.
Ambassador Bai Tian has asked me to say a few words before the dinner party. I do not know what to say on this occasion, but I am well-aware that it is improper to bring any accusation against other country or countries.
In the afternoon’s session, we had warm and frank discussion on “America First, China rising: A New Global Order?” As the first and second largest economies, the United States and China are vital to the international order, and their relations have strong influences over the world. It is natural that both the Sino-US relations and their affection to global order are two topics of great importance at present time.
As for the relations between China and the United States, I do not worry too much. There have been lots of talks about the so-called Thucydes’s trap in recent years. Those people believe that a war is bound to take place between China and the United States, because a rising power will definitely challenge the position of the established power according to the trap theory. It is true that China is developing rapidly and has become the strongest rising power in the world. But we must remember that we are now in living a globalized world and the interests of China and the United States have got increasingly intermingled. And most important, China is a country totally different with all previous powers in thinking and practice. China upholds working with other countries to foster a new type of international relations and building a global community with a shared future.
As the largest developing country with one fifth of the world population, China now is working entirely to realize the Chinese Dream of national rejuvenation. The dream of the Chinese people is closely connected with the dreams of the peoples of other countries, and the Chinese Dream can be realized only in a peaceful international environment and under a stable international order. Working for peace and stability in the world, Asia-Pacific region in particular, is not only the responsibility of the Chinese people, but also what China strongly needs for its development. President Xi Jinping has declared to the world that China will continue its efforts to safeguard world peace, contribute to global development and uphold international order. China has never cherished any desire nor intention to challenge US’s so-called “world leader” position. So, should there be a war between the two countries, it could only be provoked by the United States that should be held with all and full responsibility.
Beyond any doubt, the rise of China will have fundamental Influence over the world as well as the Asia-Pacific region. But the purpose of China’s development is for the benefit of the Chinese people, and for common development and prosperity of all countries. China has always followed the principle of achieving shared growth through discussion and collaboration for win-win results. It is out of this consideration, China push forward the Belt and Road Initiative with the aim of building a new platform for international cooperation to create new drivers of shared development. In this afternoon’s discussion, somebody quoted a long paragraph from West press alleging that China attempts to use the Belt and Road Initiative to expand its sphere of influence and practice new colonialism. If not out of total ignorance, those allegations are made clearly with ulterior motives. The Belt and Road Initiative is raised by China, but belongs to the world. The key principle is “consulting commonly, constructing commonly and sharing benefits commonly”. All countries participate in the Initiative out of their own will and connect with their own developing designs. No country is forced to participate. Is that “new colonialism”? Facts speak louder.
